Bruce was a lawyer in Dunedin for 20 years prior to his being appointed to the Bench in 1987. During that time he was a part-time lecturer in the University of Otago Law School. He was also a member of the University Council for 20 years and Pro-Chancellor for six of those.
He joined the High Court in Auckland and was on two occasions Executive Judge and for a period a Judge of the Commercial List. He was President of the Law Commission from 2001 to 2005 prior to his appointment as a full-time member of the Court of Appeal on which he had sat as a divisional member from 1996. He was at times acting Chief High Court Judge and acting Chief Justice as the senior puisne Judge. He retired early in 2010 but continues to sit in various Pacific jurisdictions and holds a number of statutory and advisory roles.
Sir Bruce has been integrally involved in professional training and advocacy. He was President of the Legal Research Foundation for ten years. He has held various community posts within New Zealand and has written extensively especially in criminal law and law reform.
He is one of a handful of New Zealand members of the American Law Institute. He was an Inns of Court Fellow in London in 1995 and a visitor at Emmanuel College, Cambridge, in 1998.
